In every district and administrative area voluntary detachments of defenders of the revolution and detachments of self-defence must be organized. The government will help these detachments with equipment, clothing, means of communication and transport. We shall not let the rebel pseudo-Moslems into towns and villages.

In 1980 border guard troops were formed as well as units of the people's militia.
Military and political measures carried out by the People's Democratic Party and the Revolutionary Council of Afghanistan won support of the working people and all the patriots of their homeland. The formation began all over the country of units in defence of the revolution and of tribal people's armies.
