A new factor is the militia formed this year by the Manila government, the Philippine Constabulary Forward Command-FC's. Begun as a counterweight to the NPA, the FC's are a hybrid: the Philippine Constabulary provides the instructors, but the planters pay the wages. In Cadiz, 100 or so new recruits train in ragged shorts. Some wear running shoes; some wear shower clogs. One recruit has only one shoe and a sandal. Their rifles are just sticks; real weapons are only for those who make it to the course's final week. Fifteen of the best will be chosen as FC's.
